Delhi Govt gives In-Principle Approval to Land Pooling Policy
Delhi Govt has given an in-principle approval to the Land Pooling Policy. To address the issue of land for construction of facilities such as electrical sub-stations, stadiums, industrial areas, old-age homes, hostels, schools, etc., Delhi Govt has demanded 10-15% of the pooled land (from DDA's share) for free. The demand shall in all probability be accepted by the DDA as "implementation of land pooling policy is crucial for Delhi's development", said a senior official of DDA. Delhi Govt. proposes amendments in
Delhi Land Reforms Act- 1954 The Delhi Govt. has invited suggestions for amendments in Sections 23, 33, 73, 75, 81, 82, 85 etc of the Delhi Land reforms act 1954. Delhi Land Reforms Act was created way back in 1954 to ensure that the land in Delhi is not de-fragmented and that the farmers keep using their agricultural lands for agricultural use only. Since new development through Land Pooling has been planned on these agricultural lands, making Delhi the first state in the country which will be 100% urbanised, the sections of act restricting use of agricultural land for non-agricultural purposes amongst other sections have to be amended. Removing the biggest bottleneck to the implementation of Land Pooling Policy, Lieutenant Governor Najeeb Jung has allowed the transfer of ownership of the ‘Gram Sabha Land’ in villages earmarked for Land Pooling to the Delhi Government, paving the way for early implementation of the Policy.
This was a persistent demand by Delhi Govt before it notifies the 95 villages identified for land pooling as urbanized- Thus declaring these villages as development areas in order to allow development of Commercial, Residential and Community Infrastructure. This shall enable Delhi Govt to undertake its own projects without being dependent on DDA for land.
Now that the issue is resolved, implementation of Land Pooling Policy is expected very soon.
